These funds will support necessary upgrades to the City of Belle Plaine’s drinking water infrastructure to provide clean, reliable, and abundant drinking water to the 2,300 residents of Belle Plaine, Iowa. The Belle Plaine community frequently faces water supply challenges due to drought, and the city recently implemented water restrictions to prevent a water shortage. This project will allow the city to improve water quality from its emergency well, construct additional wells to bolster the city’s water supply, upgrade electrical systems to support drinking water infrastructure, and strengthen the city’s water storage and distribution. These improvements will be critical to ensure the long-term resiliency of the water system that supports 1,300 residential households, 120 businesses, three schools, and two medical care facilities.

Project Name: Independence Wastewater Treatment Plant Replacement Project

These funds will support the City of Independence’s efforts to modernize the community’s wastewater treatment plant, which was initially constructed in the 1970s. This project would include upgrades at multiple phases of the treatment process, including enhanced pretreatment, advanced biological treatment to remove nutrients, and a new anaerobic digestion process to significantly reduce sludge volume. These combined efforts will ensure Independence’s residents continue to have access to safe drinking water, reduce pollution in local waterways, and result in long-term savings for taxpayers by extending the lifespan of the community’s existing facility.

The city’s current facility can no longer meet the needs of local residents and businesses, resulting in operational challenges for the city’s treatment process. This project will allow the City of Dubuque to construct high strength waste receiving and storage facilities, screening equipment, and additional infrastructure to support the treatment process. With this funding, Dubuque can fully address the community’s demand for high strength waste treatment, ensure higher water and environmental quality standards, and reduce landfill waste.

Project Name: Hardin County Radio Infrastructure Project

These funds will assist the city with rehabilitation of homes to provide safe housing for the city’s elderly population and support economic development initiatives by attracting working families to rural Iowa and providing a greater quality of life for the city’s current residents.

Howard County

Project Name: Howard County Sheriff’s Department Communication and Radio Project

These funds would provide infrastructure upgrades for a communication link between all seven of the communication towers in Howard County, allowing law enforcement to communicate without having to manually switch sites every time they leave a location. This would also allow for the purchase of dual-band radios to help the county’s Deputies communicate with departments who operate on the Iowa Statewide Interoperability Communication System network, such as law enforcement in the surrounding rural area and the Iowa State Patrol. The purpose of this investment is to alleviate many of the issues Deputies face regarding communication and strength law enforcement’s ability to respond in rural Howard County.

Project Name: Cedar Rapids Redundant Power for Resilient Flood Control

These funds will support a project for the critical flood mitigation work of the City of Cedar Rapids and meet the Federal Emergency Management Agency (FEMA) requirement of a redundant supply of electricity to certify the flood control system and pump station. This investment will prevent electrical failures of the pump station during severe flooding, bringing it into FEMA compliance and protecting livelihoods and businesses. This project would consist of the installation of a 450 kW natural gas generator and the duct bank required to power the 3rd Avenue SE Downtown Pump Station along the Cedar River.

This facility will ensure the continued reliability of air service in eastern Iowa and improve environmental outcomes and reduce the airport’s reliance on the City of Cedar Rapids’ wastewater infrastructure.

Winneshiek County

Project Name: WinnMed Surgical Department Upgrade

Specifically, the project would fund critical medical equipment for the newly expanded surgery area, including surgical booms, lights, visual integration equipment, central sterilization equipment, and robotic surgical equipment. This project will not only expand access to local surgical options for residents in the community – who currently must drive over an hour for these surgeries – but also enable WinnMed to recruit new surgeons, expanding the services offered and revitalizing the medical workforce in the rural area.
