BENTON COUNTY
Project Name: Belle Plaine Drinking Water Resiliency Project

These funds will support necessary upgrades to the City of Belle Plaine’s drinking water infrastructure to provide clean, reliable, and abundant drinking water to the 2,300 residents of Belle Plaine, Iowa. The Belle Plaine community frequently faces water supply challenges due to drought, and the city recently implemented water restrictions to prevent a water shortage. This project will allow the city to improve water quality from its emergency well, construct additional wells to bolster the city’s water supply, upgrade electrical systems to support drinking water infrastructure, and strengthen the city’s water storage and distribution. These improvements will be critical to ensure the long-term resiliency of the water system that supports 1,300 residential households, 120 businesses, three schools, and two medical care facilities.

BUCHANAN COUNTY 
Project Name: Independence Wastewater Treatment Plant Replacement Project 
Request Amount: $4,000,000

These funds will support the City of Independence’s efforts to modernize the community’s wastewater treatment plant, which was initially constructed in the 1970s. This project would include upgrades at multiple phases of the treatment process, including enhanced pretreatment, advanced biological treatment to remove nutrients, and a new anaerobic digestion process to significantly reduce sludge volume. These combined efforts will ensure Independence’s residents continue to have access to safe drinking water, reduce pollution in local waterways, and result in long-term savings for taxpayers by extending the lifespan of the community’s existing facility.

BUTLER COUNTY 
Project Name: Aplington Protective Services Building 
Request Amount: $1,000,000

This project would fund a new facility to house Aplington’s Fire and EMS departments, replacing a severely outdated 1984 building. The current station lacks the space to safely store modern emergency vehicles and equipment, hampering response times and operational efficiency. A new facility would provide adequate space for vehicles and gear, dedicated decontamination areas, and training and office space to better serve the city and surrounding rural communities. The Aplington Fire and EMS Department is a volunteer force serving nearly 1,900 residents across 78 square miles, responding to more than 130 calls annually.

CERRO GORDO COUNTY
Project Name: North Iowa Corridor Workforce Housing Initiative
Request Amount: $3,000,000

This project will address a critical shortage of workforce housing in Cerro Gordo County by supporting site acquisition, relocation, rehabilitation, and new construction of affordable housing units. The goal is to provide attainable housing for new and existing workers, including teachers, nurses, police officers, and entry-level employees and their families. The 2008-2009 floods destroyed nearly 200 homes, and housing demand has outpaced supply for over a decade. Despite local efforts, there remains a shortage of more than 500 units. This initiative will directly support countywide economic development goals to improve or build up to 1,000 units by 2030.

DUBUQUE COUNTY 
Project Name: Dubuque High Strength Waste Project

These funds will support the upgrade of high strength waste facilities at the City of Dubuque’s Water and Resource Recovery Center. The city’s current facility can no longer meet the needs of local residents and businesses, resulting in operational challenges for the city’s treatment process. This project will allow the City of Dubuque to construct high strength waste receiving and storage facilities, screening equipment, and additional infrastructure to support the treatment process. With this funding, Dubuque can fully address the community’s demand for high strength waste treatment, ensure higher water and environmental quality standards, and reduce landfill waste.

Project Name: Westlinden Lift Station Project 
Request Amount: $1,200,000

This funding would be used to replace a sanitary sewer lift and associated ‎force main that has reached the end of its useful life, requiring significant maintenance operations over the past several years. Investing in this project will reduce the likelihood of increased fees for sewer users resulting in businesses re-evaluating their investments to grow in Dyersville, sewer backups into residents’ homes, and untreated wastewater discharging into the environment, including the Maquoketa River, which flows through the heart of downtown Dyersville. As Dyersville continues to grow, there is strong community support for this request to meet increasing waste demands.

HARDIN COUNTY 
Project Name: Hardin County Radio Infrastructure Project

This project will equip the department with radio consoles and subscriber units to integrate with the Iowa Statewide Interoperability Communication System (ISICS). Hardin County is currently a communication gap in the region, limiting coordination with neighboring counties and state and federal agencies, especially along U.S. Highway 20, which intersects it. Investing in this system and the necessary equipment will eliminate communication barriers, enhance emergency response, and ensure seamless interoperability across jurisdictions. It will improve safety and response times for the county’s 16,878 residents and strengthen regional law enforcement operations.

HOWARD COUNTY 
Project Name: Howard County Sheriff’s Department Communication and Radio Project

These upgrades will allow deputies to communicate seamlessly without manually switching channels between locations. Dual-band radios will enhance coordination with Minnesota agencies on the Armer system, currently only possible via limited patching.

LINN COUNTY 
Project Name: 3rd Avenue SE Downtown Pump Station Backup Generator

This generator is critical to meeting FEMA's requirement for a redundant power supply to certify the city's flood control system. It will ensure uninterrupted operation of the pump station during severe flooding, prevent interior flooding, and protect lives, property, and businesses. Cedar Rapids, Iowa, is frequently impacted by flooding from the Cedar River, which experienced catastrophic damage in the 2008 flood, displacing over 18,000 Iowans. This project falls within a FEMA Community Disaster Resilience Zone, one of only two in Iowa, and will help remove parts of the city from the floodplain while supporting long-term economic growth and disaster preparedness.

Project Name: City of Ely Urban Renewal Initiative

This project supports Phase 2 of Ely’s Old Town District redevelopment, providing critical stormwater, sewer, and road improvements to revitalize the rural downtown, attract businesses, and support economic growth. This is especially needed since commercial businesses are unable to operate in the city, given the outdated infrastructure systems. By making these improvements, businesses would be able to operate in the city, providing needed job opportunities and bringing a new workforce into the city. The improvements will also enhance fire protection, stormwater management, and pedestrian safety while preserving the area’s historic characteristics.

The facility will train over 1,000 students annually to meet workforce needs in areas like farm management, veterinary services, and animal nutrition.

Project Name: Eastern Iowa Airport Aircraft Deicing Facility

These funds will support the construction of a centralized aircraft deicing pad for the Eastern Iowa Airport, a critical transportation hub for Iowans. The construction of this facility will dramatically reduce the environmental impact of aircraft deicing, while reducing the amount of water sent to the city for treatment from 36 million gallons to 7 million gallons. This facility will ensure the continued reliability of air service in eastern Iowa and improve environmental outcomes and reduce the airport’s reliance on the City of Cedar Rapids’ wastewater infrastructure.

POWESHIEK COUNTY

The current facility is unable to meet the demands of the rural six-county region that the hospital serves. This project will increase access to local, high-quality labor and delivery services for rural communities in the area and allow them to better handle acute and unexpected medical needs of obstetrics patients, ultimately increasing safety and efficiency of patient care.

Project Name: Dysart Public Works Maintenance Facility Renovation

This project will ensure that staff within the Dysart Public Works Department can continue to carry out their responsibilities to maintain and improve essential infrastructure for the community.

WINNESHIEK COUNTY 
Project Name: WinnMed Surgical Department Upgrade

This project will equip WinnMed with state-of-the-art surgical technology through robotic-assisted systems to expand access to safe, minimally invasive surgeries in rural northeast Iowa. It will reduce the need for residents to travel long distances for care and help recruit additional surgeons to serve the region. WinnMed serves as a critical access hospital for multiple rural counties and sustains over 560 jobs, with a $52.9 million economic impact. Upgrading its surgical capabilities will improve patient outcomes, shorten recovery times, and strengthen the rural healthcare workforce.
