Hinson Applauds Passage of Three FY25 House Spending Bills
Washington, DC - Congresswoman Ashley Hinson (R-IA-02) released the following statement following the House passage of three single-subject funding bills for Fiscal Year 2025 (FY25): the Department of Homeland Security Appropriations Act, the Department of State, Foreign Operations, and Related Programs Appropriations Act, and the Department of Defense Appropriations Act. To date, the House has passed four of the twelve single-subject appropriations bills for FY25.

The House FY25 Homeland Security Appropriations Act includes the following legislative wins secured by Rep. Hinson:
- Includes $1,620,000 in requested community project funding for the City of Cedar Rapids to implement redundant power systems at the 3rd Avenue SE Downtown Pump Station along the Cedar River for flood control and mitigation efforts.
- Provides funding for the construction of the southern border wall and critical border security technology at a record level of funding.
- Sustains funding for 22,000 Border Patrol Agents and provides funding for 50,000 detention beds, more than ever previously appropriated.
- Saves $30 million by rejecting funding for electric vehicles and related infrastructure.
- Includes funding for the U.S. Waterways Commer Cutter program to provide much-needed replacement vessels with new, modern, safer, and more capable cutters.
- Includes funding for the Next Generation Warning System to strengthen public safety services through alerts, warnings, and coverage of disasters and other emergencies.

The House FY25 Department of State, Foreign Operations, and Related Programs Appropriations Act includes the following legislative wins secured by Rep. Hinson:
- Cuts funding by $7.6 billion (11%) below the FY24 enacted level.
- Prohibits funding for the PRC and CCP for countries to repay a debt owed to China, and for international financial institutions from loans to the PRC.
- Includes funding for the U.S. Agency for Global Media, which supports the training of media professionals around the world focused on providing free media and countering foreign adversary propaganda.
- Includes $3.3 billion in Foreign Military Financing for Israel to defend itself against terrorist attacks.
- Prohibits funding for the International Criminal Court, International Court of Justice, UN Relief Works Agency, and the U.S. Commission of Inquiry against Israel.
- Provides funding for the U.S. national security interests in the Indo-Pacific and fully funds the Countering PRC Influence Fund.
- Eliminates the UN’s regular budget, resulting in saving $761.6 million.
- Reduces 14 accounts below the FY19 enacted level.
- Prohibits funding for the Wuhan Institute of Virology, EcoHealth Alliance, any gain-of-function research, and labs in adversarial nations like China, Iran, Russia, and North Korea.
The House FY25 Department of Defense Appropriations Act includes the following legislative wins secured by Rep. Hinson:
- Cuts $18 billion from the President’s Budget Request and redirects the funding to address warfighting needs, counter China, and support service members and their families.
- Provides a 4.5% pay raise for all military personnel and a 15% additional pay increase for junior enlisted service members.
- Cuts over $916 million from the President’s Budget Request for the civilian workforce.
- Supports the Pacific Deterrence Initiative to enhance U.S. capabilities in the Indo-Pacific.
- Enhances DOD’s role in countering the flow of illicit fentanyl by increasing counter-narcotic activities and drug interdiction efforts.
