Hinson Introduces Bill to Direct Millions from Tobacco Imports to Cancer Research
Washington, D.C. — Congresswoman Ashley Hinson (IA-02) introduced the Cancer Research Trust Fund Act, which would direct a portion of federal funds collected on imported tobacco products to fund cancer research, with a focus on pediatric and rare cancers.

The Cancer Research Trust Fund Act would:
- Direct 10% of customs and duties already collected on tobacco imports into a dedicated Cancer Research Trust Fund.
- Prioritize pediatric and rare cancer research, including early detection, prevention, innovative treatments and therapies, and research and development.
- Require collaboration between the National Institutes of Health, National Cancer Institute, and Department of War through the Defense Health Program.
In fiscal year 2025, approximately $242.8 million in customs and duties were collected on imported tobacco and tobacco substitute products. Under Hinson’s bill, approximately $24.3 million would have been directed toward cancer research. Hinson has made expanding cancer research and improving early detection a priority during her time in Congress. Her legislation builds on Iowa’s recent investments in cancer research using revenue from the state’s vape tax.
