Hinson Statement on National Security Legislation

April 20, 2024

WASHINGTON, DC –  Congresswoman Ashley Hinson (R-IA-02) released the following statement on today's national security legislation.

“President Biden’s weakness has invited global aggression from our adversaries – Putin in Ukraine, Iran and its proxies in the Middle East, and Xi in the Indo-Pacific. One of the best things Donald Trump did as President was not starting another foreign war. By contrast, Joe Biden is blindly leading us into World War III with his daily gaffes, missteps, and spineless rhetoric. By providing lethal military equipment to our allies and standing up to our enemies – while prioritizing replenishing U.S. military stockpiles and mandating strict oversight – this deterrence package will keep America out of conflict and protect our own national security. We need a change in leadership at the White House to restore peace through strength.” - Congresswoman Ashley Hinson

Confronting Iran, Putin, and China:

  • Replenishes the Iron Dome, Iron Beam, and David’s Sling missile defense systems, critical resources that protect civilians in Israel.
  • Supports U.S. military operations responding to Iranian-backed terror.
  • Provides weapons and lethal assistance to Ukraine to support their fight against Putin’s forcible invasion and attack of a sovereign nation.
    • $23.2 billion to replenish U.S. defense articles and defense services provided to Ukraine.
    • $11.3 billion for current U.S. military operations in the region.
    • $13.8 billion for the procurement of advanced weapons systems, defense articles, and defense services.
    • $26 million to continue oversight and accountability of aid and equipment provided to Ukraine.
  • Enhances security cooperation with regional partners in Europe and the Indo-Pacific.
  • Strengthens deterrence over Beijing’s growing military provocations around Taiwan.
  • Invests in U.S. submarine infrastructure, dry dock construction, and production of artillery and critical munitions in the Indo-Pacific theater.
  • Forces TikTok to cut ties with Communist China in order to operate in the United States.
  • Directs the Administration to transfer frozen Russian assets to Ukraine.

Ensuring Transparency and Oversight

  • Mandates that the Biden Administration submit to Congress an end-game strategy establishing specific and achievable objectives in Ukraine, with metrics that define and prioritize U.S. national security interests.
  • Requires enhanced in-person monitoring of all economic assistance to Ukraine and institutes a repayment agreement from the Ukrainian government.
  • Implements cost-matching for economic aid to Ukraine, ensuring other countries are doing their part.
  • Mandates agreement on repayment for economic support by the government of Ukraine.
  • Fully prohibits funding to the United Nations Relief and Works Agency (UNRWA).
  • Provides additional oversight to ensure humanitarian assistance does not fall into the hands of terrorists.
