Hinson Supports Appropriations Package with Key IA-01 Investments She Secured, Assistance for Ukraine

Washington, D.C. - Tonight, Congresswoman Ashley Hinson (IA-01) voted in support of appropriations legislation that keeps the government funded and open, contains key priorities she secured for Iowa’s First Congressional District, and provides military assistance for Ukraine.

This legislation includes targeted investments I fought for that will have a transformational impact in our district, security assistance to Ukraine as they battle Putin, and a modernization of the Violence Against Women’s Act. I will continue to fight for your taxpayer dollars to be spent responsibly, ensure our Iowa values are reflected in Washington, and deliver for our communities.”
  

Background on Hinson Priorities and IA-01 Investments She Secured:

Community Project Funding: Community Project Funding (CPF) allows certain federal funds to be directed toward a state, locality, or eligible nonprofit serving a Congressional district through the Appropriations process. This funding comes from existing federal programs. Hinson secured the below CPFs for IA-01.

  • Leader in Me (Black Hawk County, $50,000): This project funding would support Leader in Me expanding into two new schools in the Cedar Valley region. The Leader in Me program increases academic performance, attendance, and graduation rates for students. 
  • North Aircraft Parking Apron, Independence Municipal Airport(Buchanan County, $1,000,000): This project funding will allow for the construction of an airport parking apron at the Independence Municipal Airport. This will support the expansion, safety, and usage of the airport, having a noteworthy impact on the entire economy and the counties it serves. 
  • Navigation and Ecosystem Sustainability Program (Clayton County, $45,100,000): This project funding will help with new construction for locks & dams in the Upper Mississippi River System. The modernization of these locks will deliver reliable and resilient infrastructure to the region, bring good jobs to rural America, and ensure the Midwest remains competitive in global markets by improving the efficiency of our supply chains. 
  • Chaplain Schmitt Island Trail Connection (Dubuque County, $615,000): This project funding award would enable the City of Dubuque to finish the Chaplain Schmitt Island Trail–a community development project that will connect Dubuque to Dyersville. 
  • Protivin Community Fire District (Howard County, $100,000): This project funding would help build a new fire station, providing several towns in the community with increased access to essential services, as well as allow the Protivin volunteer firefighters to better respond to time-sensitive emergencies. 
  • Jackson County Emergency Operations Center (Jackson County, $262,500): This project funding would construct an emergency operations center in Maquoketa, supporting the creation of essential systems and procedures to efficiently conduct emergency management operations in the rural community, resulting in saved lives and property. 
  • Tower Terrace Road Corridor (Linn County, $5,000,000): This funding would support construction of an east-to-west arterial connector roadway that is a longtime regional transportation priority. The Tower Terrace Road Corridor would increase accessibility and economic vitality in Hiawatha, Robins, Marion, and Cedar Rapids by connecting outer communities with local schools and businesses while reducing congestion and increasing resident safety.
  • Jones County Affordable Housing Project (Jones County, $500,000): This project funding would help develop affordable housing options across Jones County to aid efforts in attracting young families, revitalizing schools, and filling available jobs in the community. 
  • Marshalltown Medical Clinic Construction Project (Marshall County, $200,000): This project funding would enable the Marshalltown Medical Clinic to expand from 19 to 32 exam rooms, drastically improving the rural, federally qualified health center’s ability to care for more patients. 
  • Sunflower Child Development and Discovery Center (Winneshiek County, $200,000): This project funding would enable the construction of a brand-new facility with over double its present capacity for childcare, a public educational STEM-focused space, and an indoor play space available for community use. The center is currently at maximum capacity and has more than 100 children sitting on the waitlist. 


Violence Against Women’s Act Modernization: Hinson successfully advocated for the modernized Violence Against Women’s Act to be included in the final legislation so that victims of sexual assault and domestic violence have access to resources and support. 
 
Hyde Amendment Protections: Hinson fought to ensure the Hyde Amendment–longstanding precedent to prevent taxpayer dollars from funding abortions–was included. 
 
Increased Border Security: Hinson fiercely advocated for increased border security measures. The legislation increases funding for Immigration and Customs Enforcement by $400 million, including funds to better enforce the Remain-in-Mexico program. It also includes funding to hire additional Border Patrol personnel and detection technology, at Hinson's request. 

Flooding and Disaster Mitigation: Includes Hinson's request for updated flood mapping as well as reforms to FEMA's disaster assistance programs.

Ag Funding and Provisions: Hinson secured an exemption for livestock haulers from electronic logging device requirements and increased funding for the Agriculture and Food Research Initiative.

Sexual Assault Backlog Funding: Hinson successfully advocated for funding to assist state and local governments with prosecuting sexual assault cases.
